How to Be Heard: Your Opportunities to Weigh In on the Golden Pacific Powerlink

The Golden Pacific Powerlink will be decided by the California Public Utilities Commission (CPUC). The CPUC handed out this two-page fact sheet at its September 17 Voting Meeting in San Marcos. It lays out every point in that process where the public can take part. Download the PDF for the full list and links. Here is what it covers.

Where things stand

SDG&E has not filed yet. The project is in the CPUC's pre-filing stage, which SDG&E has to start at least six months before it applies. The CPUC expanded this stage in 2025 to create more early chances for communities to weigh in. SDG&E's application for a certificate of public convenience and necessity (CPCN) could be filed as early as November 2026, although that date may change.

Right now, before SDG&E files

  • Take SDG&E's survey and go to its community meetings. SDG&E is collecting input on the route from government agencies and the public. The survey and meeting schedule are at goldenpacificpowerlink.com/connecting-with-communities.
  • Get on the CPUC's mailing list. Email GPP@ascent.inc and ask to be added to the project's CEQA mailing list. That way the notices come to you.
  • Keep an eye on both project websites: SDG&E's and the CPUC's.

After SDG&E files

Once the CPUC accepts the application as complete, it runs two processes in parallel. Both are open to you.

The environmental review (CEQA)

  • Scoping, 30 days. Comment in writing or in person at scoping meetings on what the environmental impact report (EIR) should study. This is where local impacts go on the record.
  • Draft EIR, at least 45 days. Go to the public meetings and comment on the draft once it is released.

The formal proceeding (led by an Administrative Law Judge and an assigned Commissioner, deciding whether the project is needed and in the public interest)

  • Subscribe to the docket through the CPUC Subscription Service.
  • Comment on the proceeding's Docket Card at any point, and read what others have said.
  • Become a formal party to the proceeding. The CPUC explains how.
  • Watch the hearings held by the judge.
  • Comment on the Proposed Decision when it is released. The final vote on the route, or an alternative route, takes place at a public CPUC Voting Meeting.
